The department undertakes its purchasing and procurement activities in accordance with the
Queensland Procurement Policy and the
Purchasing and Procurement procedure.
The department has developed a
Procurement Plan,
Procurement Function Structure and
Procurement Spend Profile to express the objectives of the procurement function and strategies to achieve better outcomes.
For purchases up to the value of $100,000, this activity is undertaken by purchasing officers located in schools, regional and corporate offices. Purchasing staff are required to follow the department's Purchasing and Procurement procedure when purchasing goods and services for their school or business area. Where a department or Queensland Government supply arrangement is available, this is the first option for purchasing goods and services. Many of these supply arrangements are listed on the
Queensland Contracts Directory. If a supply arrangement is not available, the purchase is to be sourced in accordance with the department's minimum quotation requirements. The applicable departmental
Purchase terms and conditions are used for these supply agreements and should be referenced on any purchase order issued. Purchases made by Parents & Citizens Associations are to follow the
Purchasing Policies and Procedures for P&Cs.
For procurements over the value of $100,000, including the establishment of standing offer and pre-qualified supplier arrangements, this activity is undertaken by procurement delegates located in the central corporate procurement and capital works areas. The procurement strategy most appropriate to the delivery of the best procurement outcome is determined based on an assessment of complexity, scope, opportunities and risk associated with procurement objectives, as well as the level of competition in the supply market. The applicable
Government terms and conditions are used for these supply agreements. The department uses the QTender system to advertise and manage open invitations to the market.
Suppliers who would like the opportunity to bid for inclusion in a departmental supply arrangement, should register on the
QTender website for notification of business opportunities. In addition, suppliers may like to market products and services directly to schools or business areas through their preferred marketing method or by utilising the department's
payslip advertising. Associations that may also be useful in marketing products to schools include
School Business Managers' Association of Queensland ,
P&Cs Queensland,
Queensland Secondary Principals' Association (high schools) and
Queensland Association of State School Principals (primary schools).
