Kathleen has more than 10 years experience in senior executive roles leading policy and funding reforms and inter-governmental negotiations in education, health, and human services issues. Kathleen’s executive experience spans roles across Queensland, New South Wales and Victorian governments as well as the private sector.
Kathleen's broad policy reform experience in Queensland includes leading whole of government cross agency initiatives, system changes delivered through new legislation and policy, as well as targeted initiatives supporting improved outcomes for vulnerable groups.
Kathleen's recent experience includes leading negotiations for New South Wales on the Preschool Reform Agreement and the ongoing schools National Policy Initiatives. Previously, Kathleen led national negotiations to deliver increased health funding for Queensland and was a lead negotiator for Victoria in the establishment of the National Disability Insurance Scheme.
