Applications for non-personal documents and personal documents are made under the RTI Act.
How to make a 'non-personal' RTI access application
If you wish to seek access to documents that do not concern your personal information and the information you are looking for is not available online or under our administrative access scheme, you can request the information under the RTI Act using the
e-RTI online form.

Personal information is information or an opinion about an identified individual or an individual who is reasonably identifiable from the information or opinion whether the information or opinion is true or not and whether the information or opinion is recorded in a material form or not.
If you want to couple your non-personal application with an additional request for documents containing your personal information in the same application, you can apply under the RTI Act for the entire set.
If the information you request is not related to your personal information, you must pay an application fee. This fee must be paid before your application can be processed. You may also be charged for processing the application and for making copies of documents. You should refer to the fees and charges set out on the Queensland Government
Right to Information website for further information.
All applications under the RTI Act must:
- be in writing and accompanied by the application fee
- give sufficient information concerning the document to enable an officer of the department to identify the documents
- state an address to which notices under the RTI Act may be sent
- if you are also seeking access to your personal information provide evidence of your identity
- if you are an agent applying on behalf of someone else provide evidence of your authorisation (e.g. court order).
How to make an access application for your personal information
Personal information about individuals is not published by the department in accordance with the
Information Privacy Act 2009. If you wish to access documents held by the department containing your personal information you will need to apply under the RTI Act.

How to make an application to amend your personal information
Under the RTI Act , you may apply for an amendment to a document that contains your personal information, if that document contains information that is inaccurate, incomplete, out of date or misleading.
Your amendment application must:
- be in writing
- provide sufficient information concerning the document to enable an officer of the department to identify the document
- state an address to which notices under the RTI Act may be sent
- provide evidence of your identity
- if you are an agent applying on behalf of someone else provide evidence of your authorisation (e.g. court order)
- state the information you claim is inaccurate, incomplete, out of date or misleading
- state the way in which you claim the information to be inaccurate, incomplete, out of date or misleading and the grounds for your claim
- if you claim the information to be inaccurate or misleading—state the amendments you claim are necessary for the information to be accurate or not misleading
- if you claim the information to be incomplete or out of date—state the other information the applicant claims is necessary to complete the information or to bring it up to date.

How long will it take to process an access or amendment application?
You will receive acknowledgement of receipt of your application within 15 business days.
The department is required to respond to your application within 25 business days of receipt of a valid application. If consultation with another person or entity is required for your access application made under the
Right to Information Act 2009 (Qld) another 10 business days is permitted to process the application. You will be advised if consultation is necessary.
Also, if the decision-maker needs more time to consider your application for other reasons, you will be notified and your permission will be requested to extend the processing period.
Applications made on behalf of children
Section 25 of the RTI Act provides that a parent or guardian of a child may make an access application on behalf of the child for access to documents.
Section 78F of the RTI Act provides that a parent or guardian of a child may make an amendment application on behalf of the child for amendment of their personal information in a document where the information is inaccurate. incomplete, out of date or misleading.
In making an application under the RTI Act, the parent or guardian must:
- specify in writing that the application is made on behalf of the child
- state their name and the name of the child
- provide documents proving their child’s identity and evidence of their relationship to the child.
