Queensland state schools will be operating under COVID normal conditions. However, in some circumstances, schools may be required to implement restrictions. More

The following applies to all Queensland state schools and provides guidance to inform decision-making where a local government area or state-wide lockdown is in place, or one or all schools are closed.

Students
Children of essential workers and vulnerable children can attend onsite regardless of their vaccination status. Schools and students need to follow the heath directions for work placements and/or traineeships.

All workers must be fully vaccinated for COVID-19. All school workers attending an alternative educational facility must be fully vaccinated for COVID-19.

In detail – COVID lockdown or closure

Attendance

Student attendance

During a lockdown or school closure due to COVID-19, only children of essential workers and vulnerable children can attend school sites for supervision. These students can attend onsite regardless of their vaccination status.

All other students will be learning@home.

Same day student absence notification ( departmental employees only) requirements apply for all students, whether learning onsite or at home. Schools must notify parents or carers of an unexplained absence of their child as soon as practicable on the day of absence.

At all times, including where a student is learning@home, any concerns of risk of harm to the student must be addressed in line with the department's student protection procedures. All student protection measures and training for staff and visitors must be maintained at all times.

The learning@home website will remain live.

Roll marking

For teachers only

For students learning@home, record the student’s participation as Code F: off campus activity. Where a student is sick and unable to participate in their learning program, record the student’s absence as Code I: illness and medical appointments.

Schools in impacted areas should record the first day of lockdown or closure as a non-school day ( departmental employees only) in the OneSchool school calendar and rolls are not required to be marked.

For children of essential workers and vulnerable children who attend school for supervision on non-school days, schools must maintain a record of all students who are on site.

Staff attendance (including preservice teachers)

Staff attendance is expected to be either on or offsite, depending on lockdown or closure conditions. For staff onsite, any Chief Health Officer directions, e.g. wearing of face masks, must be adhered to.

All workers must be fully vaccinated for COVID-19.

Principals and leadership teams will support and manage arrangements for vulnerable employees ( departmental employees only), including those who wish to voluntarily return to work. Staff working from home in consultation with their supervisor will determine responsibilities and duties to be completed. Staff hours of work will be consistent with the school's local arrangements and industrial agreements.

Schools will make alternative arrangements and/or engage additional staff using school funds to support teaching and learning across the school, including the classes of vulnerable workers who are not able to attend work.

Where schools are required to reduce the number of staff on school site, this includes teacher aides, itinerant staff (e.g. therapists) and support staff. Staff who complete work that can only be done onsite (e.g. groundscare, cleaning, caring for animals) should attend work where possible.

Preservice teachers are to be considered in the same way as staff and welcomed on all school sites. It is important that preservice teachers continue their practical placements unless advised otherwise by Queensland Health.

Staff meetings (including preservice teachers)

Staff meetings are permitted online or onsite with physical distancing, adhering to Chief Health Officer directions, e.g. wearing face masks.

Boarding schools

During a lockdown, boarding schools are considered in the same way as a household. Therefore, all staff and students who reside at the school will be able to continue learning and working on site.

All workers must be fully vaccinated for COVID-19.

Schools and students need to follow the heath directions for work placements and /or traineeships.

Students and staff

Onsite learning for residential students, regardless of their vaccination status.

Home-based learning for students who do not reside at the school.

Fully vaccinated staff permitted onsite. Vulnerable person considerations apply.

Information regarding the operation of non-state boarding schools should be obtained from the individual boarding school.

Distance education students attending a facility

Students of Distance Education are not permitted to attend a facility located in an impacted area that is in lockdown.

Home education student gatherings

Students undertaking home education are not permitted to attend a facility located in an impacted area that is in lockdown.

Parent teacher interviews

Parent-teacher interviews approved by the principal are permitted via teleconference or online platforms only.

Visitors on school sites

Visitors attending a school site to work or volunteer must be fully vaccinated.

All visitors on school sites are kindly reminded not to visit a school if you are sick.

Parents and carers

Access to school sites for parents and carers, regardless of their vaccination status, will be restricted based on lockdown or closure conditions. Essential workers and parents or carers of vulnerable children will be permitted on school sites to drop-off or pick-up their children.

Parents who are working or volunteering at a school site must be fully vaccinated for COVID-19.

Contractors and external workers

Unless the school is closed, construction and maintenance activities can continue in areas of the school that are unoccupied by students and staff, adhering to Chief Health Officer directions, e.g. wearing face masks.

All workers must be fully vaccinated for COVID-19.

All contractors, suppliers and external workers must adhere to school visitor sign-in arrangements and schools must maintain a record of their contact details to enable contact tracing if required. This must include each visitor's full name, email address, contact telephone number, date and time of visit. Schools may choose to use the Check In Qld app for this purpose.

Other visitors

Other visitors are not permitted on school sites during a lockdown or school closure.

Curriculum-based activities

Excursions and camps

During a lockdown or closure, excursions and camps are not permitted. Continuation of excursions or camps that are already underway should be reviewed in light of current Chief Health Officer directions and in consultation with the respective regional office.

School activities

School activities, such as assemblies, incursions, instrumental music programs, ensembles, choirs, PE classes and other events, are not permitted.

School sports (intra-school, inter-school and representative school sport programs)

Schools are not permitted to conduct intra-school, inter-school and representative school sport programs for both indoor and outdoor sports (including contact sports).

Events and functions

School functions

Schools functions are not permitted to be held.

Ticketed or seated events

Ticketed or seated functions are not permitted.

Facilities, amenities and services

Outside school hours care and vacation care

All workers and contractors must be fully vaccinated for COVID-19.

Outside school hours care services (OSHC) and vacation care programs will be open to children of essential workers and vulnerable children, unless advised otherwise by Queensland Health.

Parents should contact their OSHC service regarding drop-off and pick-up arrangements for their children.

School transport

Dedicated school transport services for students, including specialist school transport for students with disability in minibus and taxi services, will continue to operate for children of essential workers and vulnerable children. Any Chief Health Officer directions must be followed.

When wearing face masks is mandatory, high school students, staff, parents, volunteers or drivers must wear a face mask when travelling on dedicated school transport services.

Physical distancing should be maintained at bus interchange locations, at pick-up and drop-off, and on other shared transport services.

Use of school facilities and amenities (playgroups facilitated by external organisations, community users, holiday programs)

During a lockdown or closure, community groups are not permitted to use state school facilities.

In the event of a confirmed case of COVID-19, Queensland Health will contact any community groups who use the school's facilities if they are affected. Schools will remain closed for use by community groups until advised by the principal.

Playgrounds

Use of playground equipment by students who are on site may be restricted.

Additional COVID-19 cleaning may apply.

Provision of food/tuckshops

Tuckshops can continue to operate for staff and children of essential workers or vulnerable children. Buffets or sharing of implements is not permitted.

Essential health and wellbeing services (non-departmental employees)

Some essential health and wellbeing services can continue to operate on school sites during a lockdown or school closure, adhering to Chief Health Officer directions, e.g. wearing face masks.

All workers attending a school site must be fully vaccinated for COVID 19.
